These are creatures that you can name (how cute?!) and that can find valuable items for your Sims. Having dust in your house isn't a bad thing, though, as Dust Bunnies can accumulate.
Each room in your house has a Cleanliness Level from 1-4 and you clean by vacuuming. The Bust the Dust Kit adds a new gameplay mechanic that makes it so houses get dusty and dirty.
